According to POEA advisory no. 27-52015, effective November 2, 2015, the POEA main office at EDSA corner Ortigas Avenue will accommodate only Balik Manggagawa or overseas Filipino workers spending their vacation in the Philippines who made previous appointment through the Balik Manggagawa (BM) Online Processing System as part of POEA’s efforts to expedite the processing of Overseas Employment Certificate (OEC) or exit clearance.
According to POEA advisory no. 30-52015, Effective October 1, 2015 the following POEA regional offices will accommodate only those with appointment initiated through the BM Online Processing System:
- San Fernando City, La Union
- Tuguegarao City
- Baguio City
- San Fernando City, Pampanga
- Calamba City
- Legaspi City
- Cebu City
- Iloilo City
- Bacolod City
- Tacloban City
- Davao City
- Butuan City
- Zamboanga City
- Koronadal City
- Cagayan de Oro City
According to POEA advisory no. 31-52011, The POEA does not issue OEC’s at airports except for OFWs who are on emergency leave of not more than five days. The OEC is valid only on the date of issuance. The traveling OFWs should have a confirmed airline booking and is flying on the same day.
