Procedure for P550 Terminal Fee Refund at NAIA

In what has become a complicated situation, overseas Filipino workers (OFW) who are exempt from paying terminal fee at Philippine airports will have to pay the fee every time they make an airline booking. However, get this, the terminal fee included in the air tickets can be refunded after all.

Filipinos working abroad are currently exempted from paying terminal fee thanks to Republic Act 10022 or the Amended Migrant Workers and Overseas Filipinos Act of 1995, are still bound to pay the fees as airlines flying in and out of Manila’s Ninoy Aquino International Airport agreed to consolidate the fee into air tickets. This new policy will take effect on October 1.

To avoid violating the law, airport authorities have facilitated a refund procedure for OFWs and other exempted passengers such as national athletes traveling for international competitions.

Question: Where can I get the refund at NAIA?
Answer: At refund counters located right after immigration counters (on departure date) or at MIAA Administration Building, NAIA Complex, Pasay City

Procedure for passengers claiming on day of departure

  1. On Departure Date, exempted travelers will have to submit the following:
    • Copy of passenger ticket
    • Itinerary receipt / official receipt
    • Invoice showing “Payment for Terminal Fee” with code “LI International”
  2. Surrender OEC for OFWs (airport copy)
  3. Present boarding pass for inspection

Procedure for passengers or authorized representatives claiming at MIAA Administration Building after departure date

  1. Present the following:
    • IPSC Refund Declaration as shown

      annex_H

    • Copy of passenger ticket, itinerary receipt, official receipt or invoice showing “Payment for Terminal Fee” with code “LI International”
    • Show original boarding pass and submit a copy. Without original boarding pass, any of the following can be submitted.
      • Presentation of PASSPORT showing the passenger’s identity and date of departure OR
      • Certificate from the Air Carrier of the departure date of the passenger/s

If claiming  refund through a representative:

  1. On Departure Date, exempted travelers will have to submit the following:
    • Copy of passenger ticket
    • Itinerary receipt / official receipt
    • Invoice showing “Payment for Terminal Fee” with code “LI International”
  2. Surrender OEC for OFWs (airport copy)
  3. Boarding pass
  4. Valid government ID with photograph of the authorized representative
